Fuel pump relay bypass switch.
These pictures may be useful if you plan on taking the ECU out of its compartment.
When putting the cover back on it is important to make sure the clips on the bottom are clipped over the bottom lip of the opening. If they aren't, the cover seal won't be tight, and water may get into the rear luggage compartment. As usual, thanks to the people on the vwtype3.org list for this tip.
